Consignors who have recently entered or left the UK should pay special attention to the latest requirements for customs clearance and transportation of goods.
Britain will leave the European Union on October 31. There are still three weeks left, but the UK and the EU have not yet reached any agreement to ensure the smooth flow of goods after Brexit.
Shippers are expected to face problems such as tariff changes, lengthy customs clearance procedures, and transportation congestion. According to a study by the Organisation for Economic Co-operation and Development (OECD), Brexit will increase the cost of freight transactions in the UK.
Affected by Brexit, some shipping companies issued urgent notices a few days ago.
Maersk recently issued a notice to remind customers to prepare for Brexit.
The notice mentions that Brexit means that the United Kingdom will no longer be bound by the EU-foreign trade agreements and will not enjoy any applicable trade agreements with EU member states. If there are no other bilateral trade agreements, the trade between the United Kingdom and these countries will follow the general rules of the World Trade Organization (WTO), which will affect the customs clearance process, tariffs and many other links related to the transportation of goods, and ultimately logistics.
Maersk specially reminded that if the goods are shipped before the Brexit date, but when the plan is to arrive in the UK, the UK has already left the EU. At this time, the goods will be subject to the new "post-Brexit" clauses, which may be in line with the "before Brexit" A big difference.
Under the original EU unified customs system, goods entering and leaving the UK did not need to undergo repeated customs clearance and tax procedures.
Earlier, Ocean Network Shipping (ONE) has also issued a notice, if the UK has no agreement to leave the European Union on October 31, from that date, the UK will comply with EU customs 24 hours (EU24HR) as any other non-EU countries Advance manifest system.
EU24HR rules require shipping companies to submit an entry summary declaration (ENS) to the relevant customs for all cargo loaded on ships calling at one or more EU ports.
That is to say, all goods transferred to and from EU countries or calling at EU ports on the way must submit complete and accurate ENS information to the customs of the first EU country before the ship arrives at the port of departure.
In addition to the more complicated customs clearance, after the Brexit, the EU will no longer use custom EU tariffs, Sino-British trade will operate in accordance with WTO rules, and the UK will make certain adjustments to Sino-British trade policies based on its own circumstances.

Massive congestion at UK ports possible
Brexit will not only have a direct impact on customs clearance, but will also put pressure on British ports.
At present, truckers can transport goods between any cities in EU countries, but after Brexit, British truck drivers will be subject to the Vienna Convention on Road Traffic of 1968, and transportation capacity will be greatly reduced, causing road transport prices to rise.
The latest British government documents also show that once Brexit, France will impose mandatory controls on British goods from November 1, and trucks may face delays of up to two and a half days before they are allowed to transit (enter the UK).
According to British media reports, because the British government has not introduced precautionary measures and related post-Brexit work recommendations, container freight drivers will be trapped in ports on both sides of the English Channel.
