Bonded storage, export processing, re-export trade

The function of the bonded area is defined as the three functions of "bonded storage, export processing, and re-export trade". The bonded zone has functions such as import and export processing, international trade, and bonded warehouse product display. It enjoys a "certificate exemption, tax exemption, bonded" policy, and implements "domestic customs clearance" operating methods. It is China's most open country, the most convenient operating mechanism, and the most preferential policies One of the economic areas of the country, the bonded zone can facilitate re-export trade and increase income from related expenses. Goods transported into the bonded area can be stored, modified, sorted, mixed, exhibited, and processed, but they must be within the scope of customs supervision. Foreign goods are deposited in the bonded area, there is no need to pay import duties, they can still enter and exit freely, and they only need to pay storage fees and a small amount of fees.

Description of foreign goods entering the zone

Inbound materials, transit goods and warehousing goods required for processing trade are subject to entry formalities for entry.
After the goods arrive at the port, the consignee or his agent goes to the pre-entry point to go through the pre-entry procedures for the entry list for the entry of goods (pre-entry of processing trade entry materials in processing enterprises, warehousing and transit goods in the warehouse) Fill in according to "Completion Rules for Entry and Exit Filing List".
Send the pre-entered data to the customs for declaration, and after receiving the notification of acceptance of the declaration, print the record list of imported goods
Sign the name of the reporter on the record list, and affix the customs declaration stamp with the report card, bill of lading (including small bills of lading), relevant commercial documents, transportation documents, certificate of origin, "import letter of credit, collection" "Acceptance / Payment of Foreign Exchange", the approval documents and other relevant documents and materials that the customs deems necessary to be inspected and submitted to the customs for written submission of declaration procedures
After the customs receives the documents, if the inspection meets the declaration requirements and the procedures are complete and valid, they will be released, and the relevant documents will be stamped with the release or inspection stamp, and the returned documents will be returned to the customs officer to handle the delivery procedures.

Description of goods exit process in the zone

Goods shipped abroad in the bonded area are subject to exit filing procedures
The consignor or his agent goes to the pre-entry entry point to go through the pre-entry entry list for pre-entry. The pre-entry is completed in accordance with the "Regulations for Entry-Exit Entry List".
Send the pre-entered data to the customs for declaration, and print out the record of outbound cargo after receiving the declaration
Sign the name of the customs officer on the record list, and affix the customs declaration stamp, and attach the customs officer certificate, related business documents, transportation documents, approval documents, and other relevant documents and materials that the customs deem necessary to be inspected when necessary Go through written declaration procedures.
After the customs receives the order, it is verified that it meets the declaration conditions and has complete and effective procedures. Release it and affix the stamp of release or inspection to the customs document, return the stamped document to the customs officer for the shipment and shipment procedures.

Description of other foreign goods entering or leaving the zone

Except for inbound materials for processing trade, re-exported goods and warehousing goods, goods imported from outside the country into the bonded area, or from the bonded area to non-bonded areas, or from overseas to the non-bonded areas through customs declaration, are subject to import submission procedures.
The consignee (deliverer) or other agent goes to the pre-entry point to go through the pre-entry procedure of the import declaration form, and fills in according to the "customs declaration form specification";
Send the pre-entered data to the customs, and print the import declaration form after receiving the acceptance receipt;
Sign the customs declaration name on the declaration form, affix the customs declaration stamp, and attach the customs declaration card, related business documents, transportation documents, approval documents and other relevant documents and materials that the customs deems necessary to be inspected when necessary to the customs Go through the formalities for submitting written documents;
After the customs receives the documents, if the inspection meets the declaration conditions and the procedures are complete and valid, they will be released, and the relevant documents will be stamped with the release or inspection stamp, and the stamped documents will be returned to the customs officer for the delivery procedures.

Description of the process of exporting goods from the non-bonded zone to the bonded zone
Goods exported from non-bonded areas to bonded areas are subject to export reporting procedures
After the goods are first transported into the bonded area or directly into the dock, the consignor or his agent goes to the pre-entry point to go through the pre-entry procedure of the export declaration form.
Send the pre-entered data to the customs and print the export declaration form after receiving the declaration receipt
